European Council head Charles Michel has said in an interview that the rights and security of Karabakh Armenians must be guaranteed within the framework of the constitution of Azerbaijan.In fact,this remark by Michel is so much important.Because till this time,Armenian government led by Nikol Pashinyan and of course diaspora demand international guarantee for Karabakh Armenians.It does mean that international peacekeepers have to come to Karabakh and protect the security of ethnic Armenians.
It is absolutely clear that there will not be any status and security guarantees to Karabakh Armenians without the allowing of official Baku.

Azerbaijani government insists that in 2025 Russian peacekeepers will withdraw from Karabakh.On the other hand,Baku has so many times declared that it will protect the security of Karabakh Armenians in the framework of Azerbaijan constitution.
So,the main obstacle on this issue that ethnic Armenians do not want to return to Karabakh;they also want security for themselves.
As for Michel´s comments,he for one thing says that the security and rights of Karabakh Armenians must be guaranteed within the framework of of the constitution of Azerbaijan.
Interestingly,Charles Michel says that the protection of minorities are international standards.I think that Michel has right on minority rights and safety according to international standards.It means that EU has already understood that the best guarantees for Karabakh Armenians are Azerbaijan constitution and laws.
In a short,Charles Michel has responded to diaspora and Pashinyan government that the safety and rights of Karabakh Armenians will be respected under the constitution of Azerbaijan.As I understood it was “cold shower”for Armenians.We all know that the Armenian side has always claimed that the Armenians of Karabakh should be given international guarantees of security and protection of their rights,and asked whether there is a reference to that matter in the peace treaty,or whether it has lost its urgency after the de-Armenianization of Karabakh,Michel answered that he does not want to delve in to the details.
In addition to this,European Council head said that the guarantor of this matter should be the authorities of Azerbaijan.
In conclusion,Charles Michel defended Azerbaijan´s position on the security and rights of Karabakh Armenians.I am sure that Pashinyan´s government and diaspora have been concerned with Charles Michel´s last remarks on safety and rights of Karabakh Armenians.
