The Reflection Of Glocalization: Syrian Crisis1-) Background Of Syrian Crisis
İn the history, there are really rare conflict forms which have unique or specific characteristic and have affecting capacity for all over the world. First and second world wars can be regarded as this form. So, both of them had influenced almost every part of the earth. After many years, today, we have similar and also very different conflict form’s reflection which is called Syrian Crisis.
Syrian Crisis broke out as a typical anti-gov movement, just like other movements in Arab Spring process; Tunisia, Egypt and Libya. İn 2011, in Deraa, many young protester’s anti-gov rally is regarded as the beginning of the Syrian Crisis. Afterwards, in Syria, a mass bloody conflict process have reigned throughout the country, as well as poverty an humanitarian crisis.
Even if Syrian Crisis had been percepted as “similar and typical Arab Spring process” like in other countries. However, in a short time, it was noticed that Syrian conflict had really different than other countries in the many aspects. İn the view of actors, context and scale, Syrian crisis have indicated us that this crisis is urging us for a new conflict form.
2-) Theoretical Dimensions Of Syrian Crisis
Every conflicts has it’s own unique attribute. Regardless of it’s scale; local, regional or global, it has many profound effects and consequents. İt can also represent some theoretical approaches in it’s own body. For instance, among international relations academic world, before the 2. World War era is described as consolidation of idealism theory, on the other hand, beginning of 2. W.W. and after that era is evaluated as ascending of realism theory.
Similarly, the Syrian Crisis have demonstrated us several theoretical outcomes. Firs of all, basically, Syrian Crisis represents Robertson’s Glocalization theory. The word of glocalization means that in globalization process, the gap between global and local is getting lost, therefore, today, any local incident or thing can transform into a global topic, and also a global thing can affect local structures. Shortly, two opposite fact integrating each other.
Meanwhile, Syrian Crisis can be defined as “most suitable instance” for glocalization theory. Even if, Syrian Crisis have begun as a local conflict, in a short time, it became a global problem. This conflict contains many actors, which have many include states, armies ad terrorist organizations that have many different ties and aims. This crisis also have caused a mass refugee stream an it has affected many countries from Jordan until Europe. At the same time, ISIS can be evaluated for explanation of this situation. Although ISIS is an Iraq-originated organization, owing to Syrian Crisis, it became a global threat, especially for Europe. From Russia (especially Caucasian regions such as Dagestan) until Europe, we can observe this terrorist organization’s activities and terrorist actions.
Ultimately, we should ask this question; İs Syrian Crisis a local conflict or a global problem? The answer should be like this; Syrian Crisis is neither local conflict nor global problem, it is a glocal problem.
Secondly, some comments have suggested that Syrian Crisis similar with Spanish Civil War. Despite, in some aspects, two conflict have similarity, Syrian Crisis most deserve the word of glocalization than Spanish Civil War, through it’s largest scale and having not only states and their proxies, but also having many other actors such as terrorist organization which have different ideological origin and purposes.
On the other hand, Syrian Crisis is also an reflection field for very important theoretical debating in international relations. Recently, intense tension between Russia and Turkey, which related with SU-24 downing, and Russia’s sanction policy against Turkey have forced us to intriguing Neo-Liberalism and Realism debate, once again. For Neo-Liberal theory, two countries which have economic ties each other, never confront each other through their mutual interdependent. This explanation really appropriate for Russia and Turkey, till last days. Su-24 downing have dismissed this theory’s validation, at least for Russia and Turkey. Realist atmosphere have a great power in the view of relations between Russia and Turkey; opposite interest on Syria have demonstrated us neo-liberal paradigm haven’t enough power against realist situations. Struggling of two countries affects regional and global structure, also.
3-) Conclusion and Challenges For Resolving
The conflicts or wars have their resolving potential in their body, as well as resuming violence potential. But this rule cannot achieve goal, sometimes. Some complex conflicts cannot resolve easily. The Syrian Crisis is one of them. İts’s glocal structure requires a resolving way that compatible with it’s structure. But, unfortunately, it is not easy that gathering/meeting many different local and global actors in same and common dimension. Because of this reason, resolving of Syrian Crisis is considered as unsolvable, at least politically. But, there isn’t totally hopeless situation. For example, some discourses and acts related with refugee and humanitarian crisis can be seen as hope for resolving. İf humanitarian conciousnes gain more and more power, and it become a priority than political and economical interest, this conflict and many other similar could resolve easily.Çağatay Balcı kafkassam
